Dodi Lukebakio has agreed a five-year deal with Hertha BSC, according to Bild.
A fee with Watford has yet to be agreed, although the report suggests the Bundesliga club have made a €20m offer including bonuses to sign the Belgian forward.
Schalke and Lille have shown heavy interest in signing the 21-year-old.
